RESOLUTION Malaysian Delegation Whereas Malaysia and the State of California have enjoyed a long and ever-enduring relationship, built on a foundation of mutual trust and respect, cultivated by a deep and abiding admiration for the splendor of culture, character and history each presents to the world; and Whereas Malaysia and the State of California are united by a common thread of pride of the past, hope for the future; always tempered by an ever present recognition of the challenges of today for continued progress and prosperity; and Whereas Malaysia is keenly interested in cultivating the indispensable relationship between learning and leadership; in understanding the richness and resources available in Los Angeles in the fields of technological development and higher education; and in exploring, building and nurturing relationships with leaders from those fields within our city; and Whereas Malaysia will be represented in the City of Los Angeles by a high-level delegation of policymakers, in order to gain insight and understanding through a program designed by Larta Institute of Los Angeles, called "Technology Commercialization Collaboration"; and Whereas Malaysia, in sending its delegation of policymakers to our city, brings about an effort which speaks not only to our business intellect, but to our spiritual bond; not only to our financial possibilities but to our human purpose; and not only to our immediate achievements but to our enduring legacies; NOW THEREFORE BE IT RESOLVED that by adoption of this resolution, the LOS ANGELES CITY COUNCIL express sincere appreciation to the Malaysia delegation for recognizing the Larta Institute of Los Angeles as the vehicle for enhancing the technical talents and skills of their policymakers, through the institute's Technology Commercialization Collaboration program, and commends them for their excellent example of how learning and leadership are indispensable to one ano~ J

Martin C. Fentress WHEREAS, Sergeant I Martin C. Fentress, Serial Number 21660, is retiring from the Los Angeles Police Department after 34 years 8 months of dedicated and devoted service to the City of Los Angeles; and WHEREAS, Martin Fentress was born in Santa Monica, California, on April17, 1952; and WHEREAS, Martin Fentress was appointed to the position of Police Officer for the City of Los Angeles on August 30, 1976 and, upon completion of recruit training, was assigned to West Valley Division patrol; and WHEREAS, Martin Fentress worked a variety of assignments during the course of his career including Bureau Special Investigation where he was promoted to Police Officer III; and WHEREAS, During his tenure as a Police Officer, he displayed his resourcefulness and leadership in all his endeavors as a Training Officer and his participation while working the streets of Los Angeles during, the Olympic Summer Games in 1984, Pope John Paul II' s visit in 1987, the 1992 Civil Unrest, and most recently the Democratic National Convention (DNC) 2000;and WHEREAS, Police Officer Fentress was assigned to Training Division for 13 years, having worked as a Director and Editor of training videos for Police Officers, Recruit Officers, and Reserve Officers, and as an EVOC Instructor teaching Department personnel emergency driving techniques; and WHERAS, in the year 2000, Officer Fentress was promoted to the rank of Sergeant I and was assigned to West Valley Patrol, Van Nuys Patrol, and West Valley Community Relations; finished his care.er at the newly formed Topanga Division; and WHEREAS, Sergeant Fentress is an outstanding family man and sworn officer, has served the residents of the City of Los Angeles faithfully with endless leadership and dedication, and helped make the Los Angeles Police Department the finest law enforcement agency in the world; and WHEREAS, Sergeant Fentress will continue to reside in Westlake Village, California where he will begin his well deserved and hard earned retirement: NOW, THEREFORE, Be it resolved, that by the adoption of this resolution, the Los Angeles City Council along with the Mayor, City Attorney and City Controller do hereby commend and congratulate Sergeant Martin Fentress for his 34 years of loyal and dedicated public service, and for upholding the finest and highest traditions and standards of the Los Angeles Poli;re Department; extends best wishes for many years of continued success appiness up e occasion of his retirement.

RESOLUTION

Sergeant II Dennis W. Quiles, Serial No. 22669 WHEREAS, Sergeant Dennis W. Quiles, Serial Number 22669, is retiring from the Los Angeles Police Department after 30 years, and 9 months, of loyal and dedicated service to the City of Los Angeles. He was appointed to the Los Angeles Police Department on October 6, 1980, and has performed his duties with the highest degree of integrity and professionalism; and WHEREAS, He has worked a variety of assignments during the course of his career including West Valley Area and Jail Division. He also worked Hollenbeck Area where he was promoted to Police Officer III. As a Police Officer III, he worked the Footbeat detail and was then selected for a position in the Vice unit; and WHEREAS, Dennis was selected as an element member in Metropolitan Division on June 22, 1986. As a result, of his hard work and demonstration of leadership, he promoted to Assistant Squad Leader where he trained new element members, coordinated Presidential Motorcades and dignitary protection details. He was also a member of the Metropolitan Training Cadre, which was responsible for implementing the 9 mm transition school Department-wide; and WHEREAS, Sergeant Quiles was selected to serve as the Security Aide for the Chief of Police on August 9, 1992. He was selected for this position based on his professionalism, loyalty, and sound tactical knowledge; and WHEREAS, He was promoted to the position of Sergeant on May 12, 1996. Dennis was assigned to In-Service Training Division where he contributed to the development of the Law Enforcement Tactical Application Course (LETA C) that is now recognized as a Department-wide tactical school; and WHEREAS, Dennis was assigned to the Hollywood Area Community Resources Against Street Hoodlums (CRASH) on February 15, 1998. While he was assigned to CRASH, he led a team of 16 officers and his unit was.honored for their achievements in the suppression of violent gang crime; and WHEREAS, Serg<;ant Quiles was selected by the Chief of Police to assist with the planning for the 2000 Democratic Natioiuil Convention (DNC). He was selected for this position based on his expertise in ill<: ar.ea dignitary p~otection and tactical operations. The DNC was a complete success and resulted 'in Sergeant Quiles; recognition by the United States Secret Service; and WHEREAS, Dennis was promoted to Sergeant II in Continuing Education Division on October 22, 2000. While at Continuing Education Division, he was selected to be the Officer in Charge of the Arrest and Control Unit. During his tenure in the Arrest and Control unit, he attained his black belt and was also inducted into the United States of America Hall of Fame for his contributions to martial arts; and WHEREAS, Sergeant Quiles was assigned to the Defensive Tactics Section of Training Division on January 9, 2005. While he was assigned to the section, he served on numerous use of force review boards and was a member of the tactical review committee; and

WHEREAS, He was assigned as the Officer in Charge of the Emergency Vehicle Operations Course (EVOC) unit of Training Division on January 1, 2006. As the Officer in Charge of the unit, he initially led a team of 7 instructors, but through his influence, he was able to increase the unit to 14 instructors. During his tour, an EVOC instructor under his direct supervision was awarded Officer of the Year for Training Division in 2008. In June of2009, the unit was formally recognized by the Los Angeles City Council for the high quality of training they provided, and the dedication, hard work, and conunitment displayed by the unit. The EVOC unit was awarded Unit of the Year in 2010 for Training Division, which was a direct reflection of the leadership provided by Sergeant Quiles; and WHEREAS, Sergeant Quiles, an outstanding employee and public servant, has served the residents of the City of Los Angeles well and faithfully, and has helped make the Los Angeles Police Department the finest law enforcement agency in the world: NOW, THEREFORE, BE IT RESOLVED of this resolution the City Council of Los Angeles, does hereby conunend and congratulate Sergeant II Dennis W. Quiles for his years 39 years and 9 months of loyal and dedicated public service, and for upholding the fmest and highest traditions of the Los Angeles Police Department, and wishes him many years of continued success and happiness upon the occasion of his retirement.

CECILIA CABELLO WHEREAS, Cecilia Cabello distinguished herself as Senior Legislative Deputy, handling multiple policy areas as well as managing the Council Floor with aplomb; and WHEREAS, Cecilia Cabello worked to improve public safety in our neighborhoods through her efforts to stop the proliferation of illegal guns and artillery-style ammunition; and WHEREAS, Cecilia Cabello worked to promote policies and programs to aid victims of domestic violence; and WHEREAS, Cecilia Cabello championed the rights of gays and Lesbians; and WHEREAS, Cecilia Cabello deftly handled Last minute requests from elected officials at all Levels of government through her work on the Council Floor and with the League of Cities and the Democratic Municipal Officials, and WHEREAS, Cecilia Cabello is as warm and generous as she is sharp and sassy; and WHEREAS, Cecilia Cabello carried out her duties with the wit and grace befitting of a queen (but was never a drag); and WHEREAS, Cecilia Cabello's diabolical and contagious Laughter has echoed through the halls of City Hall and will be missed by her CD I 3 colleagues; and WHEREAS, true to her word, Cecilia Cabello never sugar-coated her opinions, particularly about drunken Dodger fans or smart phone apps; and WHEREAS, Cecilia Cabello wheeled and dealed her way around the horseshoe with excellent dresses, fabulous shoes, and a pop of color and the ability to bring council staff into Line with one diva snap of her fingers; and WHEREAS, everybody wants Cecilia Cabello to take a bow for her ability to keep it together over and over, always be in vogue, and Live to tell stories of survival after each Council meeting; for being our ray of Light; and Light and Lucky star; and for being a true blue friend who we will always cherish; and WHEREAS, Cecilia Cabello meow, meow, meow, meow, meow, meow, meow, meow, meow, meow; and WHEREAS, Cecilia Cabello is sashaying away her inner gay man, Leaving the mantank to fill that fabulous void: NOW therefore be it resolved that on behalf of the City of Los Angeles, we thank Cecilia Cabello for her service to Council District I 3 and the entire City of Los Angeles. BILL GEIST WHEREAS, Bill Geist has received a star on the World Famous Hollywood Walk of Fame on Friday, April I 5, 2 0 I I; and WHEREAS, Bill Geist is an Emmy Award-winning correspondent for CBS News and a New York Times best-selling author; and WHEREAS, Bill Geist has been a correspondent and commentator for CBS NEWS SUNDAY MORNING since he joined the network in 1987, traveling the country to chronicle the people, places, and events that make up the fabric of American Life; and WHEREAS, Bill Geist has contributed his humor, observations, and story-telling to many CBS News broadcasts, including "60 Minutes//', "The Evening News', and "48 Hours', as well as various CBS Sports productions, including several Olympic Games, World Series, and Super Bowls; and WHEREAS, Bill Geist is the best-selling author of seven books: Fore! Play {it's about golf); The Big

Five-Oh !: Facing Fearing and Fighting 50; Monster Trucks and Hair In A Can Who Says America Doesn't Make Anything Anymore?; Little League Confidential, an account of his experiences coaching his son and daughter in Little League baseball; The Zucchini Plague and Other Tales of Suburbia; City Slickers and, most recently, Way Off the Road, a compendium of stories from SUNDAY MORNING on the peculiar charms of small-town America. He has also been awarded honorary doctoral degrees from the University of Cincinnati and the University of Illinois, but seems most proud of placing third in the Illinois State Fair Bake-Off; and WHEREAS, Bill Geist was born in Urbana, ILL Graduated from the University of Illinois at UrbanaChampaign in I 968 with a degree in communications and from the University of Missouri in I 971 with a Master's degree in communications; and WHEREAS, Bill Geist Lives in New York City with his wife Jody. SEYMOUR STEIN WHEREAS, The City of Los Angeles takes great pleasure in congratulating Seymour Stein, co-Founder, Sire Records Groups for his Leadership and success in the music industry; and WHEREAS, Seymour Stein born I 942, Brooklyn, New York is an entrepreneur in the music industry who has been a part of the business since getting his first job as a clerk for Billboard magazine in I 958. Stein is a Vice President of Warner Bros. Records and a co-founder of Sire Records; and WHEREAS, In I 966, Stein and record producer Richard Gottehrer founded Sire Productions, which Led to the formation of Sire Records, the Label under which he signed pioneer artists such as the Ramonesand Talking Heads in I 975, the Pretenders in I 980 and Madonna in I 982. Other acts signed by Sire include Depeche Mode, The Smiths, Ice- T, The Undertones and Echo & the Bunnymen; and WHEREAS, Stein's influence in signing and promoting the New Wave genre of music that he is sometimes credited with coming up with the name as an alternative to the term "punk', which he found derogative. The term had previously been used to refer to the French New Wave film movement of the I 960s; and WHEREAS, Stein was inducted into the Rock and Roll Hall of Fame on March I 4, 2005, under the Lifetime-achievement category; and WHEREAS, Stein's enthusiastic, music-first approach had a positive influence on the music business; and WHEREAS, the City of Los Angeles is proud to be the host city of this important MUSEXPO 20 I I "International Music Person of the Year" award honoring Seymour Stein: NOW, THEREFORE, Be it resolved that by the adoption of this resolution the City Council of the City of Los Angeles does hereby recognize and congratulate Seymour Stein for his contributions in the entertainment industry.

NEUTRA PRACTICE at 85 WHEREAS, April 8, 20 I I marks the 35th Anniversary of the founding of the Neutra Architectural Firm and the I I 9th birthday of Richard Neutra. The Neutra Institute for Survival Through Design will sponsor a celebration of theses events; and WHEREAS, from Richard Neutra's earliest efforts, it was clear that he had an innovative side to his nature which he has passed on to his son Dion, and the Neutra's type of indooroutdoor design, placing people in relationship with nature, is credited with influencing several generations of designers the world over; and WHEREAS, Richard Neutra founded this firm in 1926 while he was still Living in the Schindler House. Shortly thereafter, came the birth of his second son, Dion; and WHEREAS, At about this time, Richard Neutra was working on his first major project the Jardinette Apartments ( 1927) in Hollywood; and WHEREAS, In 1929, the Lovell Health House came along. In 1965, after a distinguished 40 years, he joined his architect son Dion, in as partner and vice president; and WHEREAS, Dion Neutra has carried on the firm since his father's death in 1970, now himself for an additional 40 years; and WHEREAS, the Neutra Practice, which continues today under Dion's Leadership, has carried out work in 20 states and on four continents, and owners of Neutra structures the world over have been invited to celebrate this April 8-10, 20 I I: NOW, THEREFORE BE IT RESOLVED, that by the adoption of the resolution the City Council of the City of Los Angeles congratulates Neutra Practice for their superior contributions to the architectural industry.
