Greater Sage-Grouse Conservation • In 2013, with a $15.0 million increase BLM began a multi-year effort of implementing planning and conservation activities • 2015 served as the critical underpinning for the FWS decision to keep the Greater Sage-Grouse off the Endangered Species List – a new tool—the Fire and Invasives Assessment Tool (FIAT)—to prioritize efforts to prevent and suppress wildfires in sage-grouse habitat in the Great Basin

• 2016 Omnibus Appropriation Act, Congress supported a $45.0 million requested increase – Implementation of the new sage grouse conservation plans and ramp up on the ground restoration and monitoring activities in support of sage-steppe habitat conservation. – $6.9 million increase in Resource Management Planning, Assessment, & Monitoring

Certified Federal Surveyor (CFedS) • Approved by the Secretary of the Interior in 2004 response to deficiencies on Indian surveys and to promote for Indian Trust reform • Training and testing packages for land surveyors to elevate knowledge and skills for providing cadastral services on trust lands and all federal interest lands.

Certified Federal Surveyor • Co-administered by the Department of the Interior's Bureau of Land Management and the National Society of Professional Surveyors • The Program provides extensive training for Professional Land Surveyors in dealing with federal survey processes.

Land Buy-back Program for Tribal Nations

• Cobell Settlement – Implements the land consolidation – Provided $1.9 billion to purchase fractional interests from willing sellers at fair market value – Consolidated interests for uses benefiting the reservation community and tribal members – Approximately 245,000 owners of nearly three million fractional interests are eligible to participate in the Buy-Back Program.

• Completing records analysis, boundary updates and reports – There are over 300 land based Indian reservations – In FY 2015 over 80 buy back reservations will be mapped for records improvement, land descriptions, location and appraisals. – BY FY 2016 over 153 buy back reservations will be completed. – Purchase of 1.48 million acres for $725 million

For what purpose? • To reduce the number of fractional interests in trust or restricted lands, using reasonable efforts to prioritize the consolidation of the most highly fractionated tracts of land as required by the Settlement. • To maximize the number of tracts in which the tribe gains a controlling ownership interest to unlock land for beneficial use or conservation by tribal nations, taking tribal priorities into account.
