 This registration is below our average but it is expected that there will be more registration within the next several weeks.  The final results of the May 2013 examination session are 72.4% pass rate, 27.6% failure rate (including no-shows), and 19 cancellations/rescheduled. 2)

TPE diaries and Industry Experience: The latest requirements have been in effect since April 2013. There were some queries (and objections) at the CIQS – Ontario AGM. However it appears that members are adjusting to the new format or opting to continue in the previous format.

Education Policy Guidance Notes: The Education Policy Guidance Note #B1 – Admission Requirements has been update to add references to EPGN Notes #B9, B10 & B11. The Index Page was also updated. See attached notes.

Career Booklet: The revision of the English version of Career Booklet is completed and is now available on our website and on USB sticks. The French version is currently being translated and will be available shortly.

Review of Syllabi: The review of the syllabi has been on hold for over a year and it is my intention to complete the review this year. The main concern I have is that there are several Electrical subjects for which there are no suitable textbooks available. For example, under C23 Systems & Ancillaries, there are specialized or proprietary systems such as Nurse Call, Security and Fire Alarm so there would be no off-the-shelf text available. Currently I am leaning towards research papers for these subjects rather than a written examination.

Memorandum of Interest with Seneca College: As reported previously, this MOI with Seneca College for the development of the Civils Syllabus was sign at the CIQS – Ontario AGM on June 1, 2013. A local member, Mr. Kevin Alexander PQS, has agreed to represent us on this venture. The first meeting of this committee will take place soon.

Review of Jim Cuthbert’s Book on Development Economics: This has been completed and we now have a draft from the publishers. We are hoping to have this published and ready for sale soon. This text may not be available in time for the November 2013 examinations but we are hoping to have it added to the recommended reading list for subject C309.

Certification Agreement with CCA: Nothing new to report.

New Membership Route to PQS & CEC: Currently we have many members that have the full academic qualifications for PQS and CEC and have been working in the profession for many years. Some of these members are in senior positions and we should find a way of encouraging them to get their PQS or CEC. The RICS has a special route for their members to achieve the MRICS designation called the Professional Experience Route. We should adopt a similar approach in order to grow our qualified membership levels. If Council agrees then I could research this topic further and present my recommendations at the next Council meeting.

CIQS Education Policy Guidance Note Admission Requirements

Introduction Membership in the CIQS is granted through the Affiliated Associations or where no Association exists, membership can be granted upon direct application to the Institute. The responsibility for ensuring compliance with the standards rests with the Affiliated Associations. No Affiliated Association has the authority to reduce or otherwise amend the entrance qualifications. Generally, membership is granted in the Institute based on academic achievements and approved industry work experience. However, the qualified membership levels (PQS/ECA and CEC/ECC) are granted on the successful completion of the Test of Professional Experience (TPE) requirements associated with those membership levels. The various membership levels of the CIQS are: 1. Professional Quantity Surveyor (PQS)/Économistes en Construction Agréé (ECA): Members belonging to this category include: (a) A member who has successfully completed the Test of Professional Experience (TPE) for the PQS/ECA designation as defined by the Institute, or (b) A member who is qualified as a FRICS or MRICS with the Royal Institution of Chartered Surveyors (RICS) whose primary professional discipline is Quantity Surveying as noted in the Education Policy Guidance Note #B9. For details of the TPE requirements, please refer to the Education Policy Guidance Notes #B2 to #B9. Qualified members in this category may use the designatory letters “PQS” and the title “Professional Quantity Surveyor” or the French equivalent of “ECA” and the title “Économiste en Construction Agréé”. 2. Construction Estimator Certified (CEC)/Estimateur en Construction Certifié (ECC): Members belonging to this category include: (a) A member who has successfully completed the Test of Professional Experience (TPE) for the CEC/ECC designation as defined by the Institute, or (b) A member who has the required mechanical or electrical requirements as noted in the Education Policy Guidance Note #B5, or (c) A member who has been admitted to sit the Direct Final Examination for PQS/ECA as noted in the Education Policy Guidance Note #B6, or (d) A member who has been admitted to sit the Mature Candidate Examination for PQS/ECA as noted in the Education Policy Guidance Note #B7, or (e) A member who has equivalent professional qualification but has not completed the TPE requirements for PQS/ECA as noted in the Education Policy Guidance Note #B8, or (f) A member who is a qualified as AssocRICS with the Royal Institution of Chartered Surveyors (RICS) whose primary professional discipline is Quantity Surveying as noted in the Education Policy Guidance Note #B9. (g) A member who is a Canadian Construction Association (CCA) Gold Seal Certified Estimator (GSC) as noted in the Education Policy Guidance Note #B11. Associate Member: Members belonging to this category include: (a) A member who has not completed the Test of Professional Experience (TPE ) for either the Professional Quantity Surveyor (PQS)/Économistes en Construction Agréé (ECA) or Construction Estimator Certified (CEC)/Estimateur en Construction Certifié (ECC), or (b) A member who has attained the equivalent of PQS/ECA through recognized overseas professional associations, but has not completed the relevant TPE requirements as noted in the Education Policy Guidance Notes #B9 and #B10, or (c) A member who has been admitted to sit the direct final examinations for CEC/ECC, or (d) A member who is studying towards passing the Institute’s examinations and who is not a Full Time Student, or (e) A person that is gainfully or self-employed in or associated with the construction industry whose membership in the Institute would be of value to the Institute. For details of the TPE requirements, please refer to the Education Policy Guidance Notes #B2 to #B11. 4. Student - Full time A member registered in a full time approved program of studies.
