On November 07,2007, August 26, 2008, August 30,2010 and September 23,2010 pursuant to Section 98.0402(e) of the Los Angeles Municipal Code ("L.A.M.C"), the Department ofBuilding and Safety (the "Department") performed annual inspections on vehicle repair facilities located at: 8611 North Lindley Avenue, Los Angeles, California (the "Property"). Pursuant to the authority granted by Section 7.35.3 of the Los Angeles Administrative Code, it is proposed a lien for a total sum of$ 1,774.44 be recorded against the property. It is requested that the Honorable City Council ofthe City of Los Angeles (the "City Council") designate the time and place protest can be heard conceming this matter, as set forth in Sections 7.35.3 and 7.35.5 of the Los Angeles Administrative Code. It is further requested that the City Council instruct the Department to deposit to Dept 08, Fund 48R, Balance Sheet Account2200, any payment received against this lien in the amount of$ 1,774.44 on the referenced property. A copy ofthe title report which includes a full legal description of the property is attached as Exhibit A. A list of all the names and addresses of owners and all interested parties entitled to notice is included (Exhibit B). Also attached is a report which includes the current fair market value of the property including all encumbrances of record on the property as of the date of the report (Exhibit C).

On April 6, 2005, counsel for AT&T Corp. and AT&T Communications - East, Inc. (fonnerly AT&T Communications, California "Telecommunication

Inc.) (collectively AT&1) and Class COWlSelexecuted the

Cable"lRailroad Corridor Class Settlement Agreement,

providing AT&T, among other things, an easement running along certain railroad corridors in California (the "Settlement Agreement").

On April 8, 2005. the Court entered an Order

conditionally approving the Settlement Agreement.

On November

1, 2005, this Court executed a

Final Order and Judgment in these proceedings approving that settlement (the "Final Order and Judgment"), which was entered on November 1.2005. In paragraph 8 of the Final Order and Judgment. the Court granted AT&T a sixteen and one half(16 112) foot wide easement, consistent with Paragraph VI.A.1. of the Settlement Agreement, for telecommunications

purposes through the Settlement Corridor (as defined in the

Settlement Agreement) vis-A-vis all Current Landowners (as defined in the Settlement Agreement) and their respective successors in interest. Under Paragraph VI.A.I. of the Settlement Agreement, this permanent telecommunications

easement gives AT&T the right to

operate, maintain, upgrade and expand its existing cable. as well as to install new conduits and
