Supplemental Programmatic Environmental Assessment

The NEPA Process National Environmental Policy Act (amended 2002) (NEPA) Part 651 – Environmental Analysis of Army Actions – Environmental Assessment (EA) conducted for planning and decision-making to analyze environmental considerations of an action. – 15 elements are considered for their impact, 14 of which are traditional environmental and cultural areas. – 15th element is the socio-economic impact. – Each element assessed for the significance of impact – End result is a “Finding of No Significant Impact” (FNSI) or an Environmental Impact Statement (EIS). –30-day public comment period, comments addressed, FNSI issued or EIS initiated – Most often seen for construction projects. SPEA Background Background • Army force reduction to 440,000 - 420,000 by 2020, DA accelerating to 2017 (announced publically February 2014) • Performing an Army-wide Environmental Assessment (EA) • One of several documents to be used in the Military Values Analysis • 13 of 15 elements in EA beneficially or neutrally impacted • Socio-economic impacts are most significant in a force reduction • 39 installations addressed in PEA (2013) and SPEA (2014) • Fort Leavenworth reduction a hypothetical 2500 max (1750 Mil/750 Civ) • “Listening Sessions” may be held after Military Values Analysis if further along.
