The 27th SISV Annual General Meeting

Bouquets and milestones. On 29th March, the Institute held its 27th AGM at Novotel Clarke Quay in tribute to another successful year. Chaired by SISV’s Chairperson Dr Amy Khor, the members were given an overview on the Institute past year’s achievements such as the success of the Nation Property Portal which has

received 2 million hits since its launch in April 2007 and the significant signing of the MOU between the Land Surveyors Board (LSB) and SISV on the CPD Programme. She also urged more members to serve in the committees. Lim Meng Tong FSISV and Hoe Boon Leong MSISV were appointed

Honorary Auditors and Lo Hock Lin & Co was reappointed Professional Auditor at the AGM. The AGM ended with newly elected members receiving their Membership Diplomas from Dr Amy Khor. All the members then dispersed for their divisional AGMs.

he 31st ASEAN Flag Council Meeting was held at Orchard Hotel from 17th to 18th March. Delegates from all over the region attended the seminar which focused on the developments of modern day integrating surveying technologies. Amongst the speakers were distinguished names like Mr Ronald Van Coevorden (Regional Manager) and Mr Peter Lindqvist from Trimble Navigation Limited; Dr Tor Yam Khoon, Associate Professor to NTU’s School of Civil and Environmental Engineering; and Mr Victor Khoo, Manager of Survey Service Regulatory Division, Singapore Land Authority, Survey Service Regulatory Division.

Event highlights include:

Topics discussed include the use of integrating land surveying equipment such as panorama scanners which provide more detailed geospatial data and the introduction of new land surveying equipment from Trimble Navigation Limited. Overseas delegates were also introduced to SiRENT; a Singapore satellite positioning reference network that assists in navigation and tracking.

BREAKTHROUGH for Singapore Surveyors Singapore surveyors led by Surbana International Consultants Pte Ltd, has been engaged by the Urban Planning Development Authority of Qatar to establish the national standards and specifications for survey and mapping activities. The team, comprising Mr Tan Choo Haw, Dr Tor Yam Khoon , Mr Kwoh Leong Keong, Mr Leong Kin Weng, Prof Kearsley (Australia) and Mr See Seng Guan secured the project against international competitors from Denmark and Sweden. President of LS Division, Mr See who is also the project director said, ”it is a breakthrough for Singapore surveyors as this is the first time a foreign authority has engaged our local surveyors to draft survey and mapping standards. It is also an attestation to client’s recognition of the Singapore system.”

n 29th February, SISV held a property market update series featuring five high-flying industry speakers – Ms Tan Huey Ying (Residential) and Ms Brenda Ong (Industrial) from Colliers International, Mr Foo Suan Peng and Ms Agnes Tay (Office) from Knight Frank Pte Ltd and Mr Donald Han (Retail) from Cushman & Wakefield. With years of market experiences, they took turns to delight the attentive participants with rounds of good news after good news.

Spotlight Falls On The Residential Property Market Residential property market scene is estimated to grow this year. Though profits declined after reaching its peak in 2nd quarter 2007, high demand from foreign buyers will ensure a healthy outlook for the residential sector.

All Systems Go For Industrial Space The entrance of new players such as those from biomedicals and aerospace industries will also ensure a rosy future for this sector.

Office Crunch! Despite the government efforts to relocate its agencies and releasing SLA sites for office space, companies are not too keen to work in areas with less facilities and amenities as compared to the CBD. Hopefully, the future office space in Marina Bay (to be ready in 5-10 years time) will help ease the crunch.

Shopping Paradise Get set for a shopping experience like no other as three new shopping centre and six luxury brands flagship stores are about to open in the heart of Orchard Road. Projected retail growth is expected to be a healthy 7.1%.

n view of the various Collective Sale cases that have been brought to the Strata Titles Board hearing, the VGP Division organised a workshop on 25th April for SISV members who were involved in Collective Sales. Conducted by Dr Lim Lan Yuan, the workshop updated the participants on the Institute’s guidelines on Collective Sales. Dr Lim discussed amongst others, key issues on valuation and distribution of sale proceeds. Participants were reminded to conduct themselves professionally. Preparatory work must be done when they are testifying as expert witnesses in any collective sale cases.

Review to Collective SALES Guidelines

Singapore President, Dr Lim Lan Yuan. The seminar which focused on eco-sustainability, also featured well known industry speakers such as United PREMAS Limited also shared their ideas. Key representatives at the summit also gave their take on the property scene of their respective countries. The two-day event ended with project presentations by The People’s Government of Shenyang City and Hong Quan Real Estate Corp, Vietnam, and a farewell dinner at Fort Canning Park.


n 3rd April, SISV’s Council member Eugene Seah made a trip to Hong Kong on behalf of SISV President to strengthen ties with the Hong Kong Institute of Surveyors (HKIS). During the trip, future plans were discussed to bring the two institutes closer together. Eugene Seah (SISV) and Johnson So (HKIS) gave a talk at the joint seminar on “Innovation in Construction Procurement; Two Countries, One System”. Over 200 HKIS members attended. As a gesture of goodwill, gifts and mementos were exchanged between the two parties.

MIXING BUSINESS WITH PLEASURE Valuers enjoyed business with pleasure as they attended the 15th AVA Congress at tourist hot spot in Bali, Indonesia

Over 400 delegates from seven ASEAN member countries gathered at Bali for the 15th Asean Valuers Association (AVA) Congress. It is the third time that Indonesia has hosted the AVA Congress. Held from 7th to 9th May, the biennial event was officiated by Guest-of-Honour Dr. Ir Sahala Lumban Gaol MA, Deputy Coordinating Minister for Economic Affairs of the Republic of Indonesia The theme for the year’s Congress was “Achieving Valuation Sophistication”. Topics for the plenary sessions include: - Accuracy of Value Opinion; - Valuation for Financial Reporting; - The Role of Business Valuers in the Emerging Economy;

The AVA Congress is held every two years and rotated amongst the seven ASEAN member countries; Brunei, Indonesia, Malaysia, Philippines, Singapore, Thailand and Vietnam. The Congress provides a valuable platform to share views, networking, interaction, a place to learn, exchange knowledge and information and foster closer fellowship. A pre-Congress meeting is usually held to prepare for the Congress.

The next AVA Congress in year 2010 will be hosted by Thailand while its pre-Congress meeting will be held in Vietnam in 2009.
