NEW ENTRANT BACKGROUND INFORMATION Thank you for showing interest in becoming a registered chicken broiler producer in Manitoba! Manitoba Chicken Producers recently made an exciting announcement that we will be accepting applications between October 1st and October 31st, 2014 to become one of 6 applicants that will each have the opportunity to qualify, upon meeting certain conditions established by the Board, to become a registered chicken broiler producer and to receive a basic allotment of 30,000 kg of regular chicken broiler quota. This allotment will result in a successful applicant being entitled to produce and market up to 30,000 kg of regular chicken broiler during a 7 week marketing cycle. The successful, qualified applicants will begin production and marketing on a schedule established by the Board over a 3 year span (2015-2017). Eligibility • An applicant who is an individual must be a resident of Manitoba that is 18 years or older, as of October 1, 2014. • An applicant who is a Hutterite colony must be fully independent of all other Hutterite colonies as of September 30, 2014. • Only one application may be submitted by an applicant and/or their spouse or common law partner. • Corporations and partnerships are not eligible to apply. • No individual and no Hutterite colony shall be eligible to be selected for an allocation if that individual or that Hutterite colony is or at any time has been a registered producer or has had an interest, direct or indirect in a registered producer. • The fact that; a) The parent of an individual is or at any time has been a registered producer or has had an interest, direct or indirect in a registered producer; and b) A Hutterite colony was established from the membership of a Hutterite Colony which is or at any time has been a registered producer or has had an interest, direct or indirect in a registered producer, shall not in itself disqualify an individual or a Hutterite Colony from being eligible to be selected.

Application Considerations • The non-refundable application fee is $787.50 ($750 + $37.50 GST)(GST#R122877335).

Applications will be accepted by mail (postmarked no later than Midnight of Friday, October 31, 2014) or delivery to Board office until 4:00 p.m. on Friday, October 31, 2014. It is recommended that potential applicants familiarize themselves with The Plan and all Manitoba Chicken Producers Orders and Regulations made under The Plan, including the Chicken Broiler Quota Order. Selected applicants will be required to provide a written undertaking to the Board, in form satisfactory to the Board, that if the selected applicant qualifies as a registered producer, that the selected applicant will not apply a) For a retirement payment under the Retirement and Basic Allotment Reallocation Program; b) For the approval of a change in beneficial ownership of the registered producer pursuant to Part X of the Chicken Broiler Quota Order c) For the approval of an association of the registered producer with another registered producer pursuant to Part XI of the Chicken Broiler Quota Order d) For the reallotment of the quotas and allotments allotted to the registered producer pursuant to Part XII of the Chicken Broiler Quota Order e) To relocate the facilities of the registered producer under section 71 of the Chicken Broiler Quota Order for a minimum of 10 years following registration as a producer. Successful applicants will serve a one year moratorium prior to being eligible to request a change of processors. A consolidation involving a new entrant is not permitted. Incomplete applications will be rejected without refund of application fee. Applications which contain inaccurate or misleading information will be rejected without refund of application fee. Applications received from ineligible applicants will be rejected without refund of application fee. Applications received without application fee will be destroyed. Process to Qualify as a Registered Producer • Applicants will be selected by random draw by an independent 3rd party. • Only selected applicants will be notified and invited to qualify as a registered chicken broiler producer. Selected applicants will be subject to a review of their eligibility. In the course of this review, selected applicants may be required to provide additional information. Selected applicants will be required to provide verification that the applicant has made satisfactory arrangements with a processor to acquire all of the chicken broiler produced by the applicant pursuant to any market allotment allotted to the applicant by the Board. The Board will reserves the authority to direct the marketing of successful applicant to an assigned processor. Selected applicants will be required to own the land, facilities, and equipment with which the chicken production and marketing will be carried on o Leasing of production facilities will not be permitted. The production facility will be required to comply with the Animal Care Program and On Farm Food Safety Assurance Program requirements, and will require certification prior to production commencing. Failure of selected applicant to obtain certification of production facility within 2 years of scheduled start date will result in loss of status as a selected applicant.
