Petition To the Minister for Minister Communications, Energy and Natural Resources Alex White T.D. The Petition of concerned citizens located throughout Ireland request that the Minister ensures that noise from Industrial Wind Turbines does NOT exceed the World Health Organisation Night Noise Recommended Target (NNGL) for Europe 2007, which states; "For the primary prevention of subclinical adverse health effects in the population related to night noise, it is recommended that the population should not be exposed to night noise levels greater than 30 dB of Lnight, outside during the night when most people are in bed.” The Irish State has shamefully set, and has continued to permit, a limit for Wind turbine noise which is more than quadruple the World Health Organisation recommended noise target. The current and proposed Wind Energy Development Guidelines permit noise levels significantly above the threshold defined by the World Health Organisation as causing “Environmental Insomnia” in communities. We therefore petition the Minister to ensure that: 1. Irish citizens will “not be exposed to night noise levels greater than 30 dB of Lnight, outside” arising from wind turbine developments. 2. Wind turbine noise is measured, as recommended by the World Health Organisation, using the “LAeq” noise index. 3. Homes will not be impacted by low frequency noise and infrasound pulsations arising from any Industrial Wind Turbine.
