OFFICIAL PROCEEDINGS RED RIVER, ATCHAFALAYA & BAYOU BOEUF LEVEE DISTRICT BOARD OF COMMISSIONERS MEETING SEPTEMBER 13, 2016 The Board of Commissioners of the Red River, Atchafalaya & Bayou Boeuf Levee District met at its regular meeting place, 10 Calvert Drive, Alexandria, Louisiana on Tuesday, September 13, 2016 at 9:00 o’clock a.m. The following were present: Messrs. Chris Roy, Jr, President and Rapides Parish Commissioner; Andrew C. Leon, St. Landry Parish Commissioner; Warren Byrd, Executive Director; Jake Walker Levee Board Operations Superintendent; Debbie Hooper Lafleur, Board Secretary; and Guests. Absent: Keith Lacombe, Vice President and Avoyelles Parish Commissioner. Mr. Lynn Deloach with the Avoyelles Cattlemen’s Association spoke to the board regarding their concerns of opening the gates on the levees for public use. Mr. Deloach presented a letter on behalf of the Avoyelles Parish Cattlemen’s Association stating their opposition to opening the gates on the levees for public use. Also, Mr. Deloach presented a letter written by Mr. Phillip Lamartiniere, President of the Avoyelles Parish Farm Bureau of Directors. This letter also spoke in opposition of opening the gates on the levees for public use. General discussion regarding Resolution 47-2010 adopting polices of the gates, locks and cattle guards on the levees. No motion therefore no change to the policies or amending the resolution. RESOLUTION 68-2016 On Motion by Mr. Chris Roy, Jr Seconded by Mr. Andrew C. Leon WHEREAS, the Board of Commissioners of the Red River, Atchafalaya, and Bayou Boeuf Levee District discussed the need to obtain a contract for Forestry related services; and, THEREFORE BE IT RESOLVED that the Board of Commissioners of the Red River, Atchafalaya, and Bayou Boeuf Levee District in legal session assembled this 13th day of September 2016 does hereby agree to authorize the Executive Director, Mr. Warren Byrd to execute the Forestry Services Contract with Mr. Herbert Thomasson to provide forestry related services; Page 1 of 4

THEREFORE BE IT FURTHER RESOLVED the board requested the Executive Director, Mr. Warren Byrd to prepare Request for Proposals for a Timber Consulting Firm in order to assess, manage, valuate, etc. RRABB property. Mr. Chris Roy, Jr made a Motion to approve the Permit Request from Chance Family Limited Partnership to install a cattle guard, fence and gate. Mr. Keith Lacombe was absent and Mr. Andrew C. Leon denied to second therefore the motion to approve the permit request fails. RESOLUTION 69-2016 Motion by Mr. Andrew C. Leon Seconded by Mr. Chris Roy, Jr WHEREAS, the Board of Commissioners of the Red River, Atchafalaya & Bayou Boeuf Levee District discussed the Permit Request from the City of Alexandria for exploration (by hand digging) of buried phone cable to determine the exact location of cable in order to complete the design of the proposed Amphitheater Restroom facility located in Section 9, T4N, R1W of Rapides Parish; and, WHEREAS, the Board of Commissioners of the Red River, Atchafalaya & Bayou Boeuf Levee District in legal session assembled this 13th day of September 2016 does hereby agree to grant permission for the project as described, provided before the project begins, the applicant is hereby required to receive written approval from the Louisiana Department of Transportation and Development Public Works and Water Resources Division and the U.S. Army Corps of Engineers Operations Division for the project as described in the documentation provided with the permit request to the levee board; and, THEREFORE BE IT RESOLVED, that upon written approval from the Louisiana Department of Transportation and Development and the U.S. Army Corps of Engineers an appointee from the Red River, Atchafalaya & Bayou Boeuf Levee District will make an on-site inspection throughout the project period and to ensure that all is in accordance with standards set forth by the Louisiana Department of Transportation and Development, the U.S. Army Corps of Engineers and the Red River, Atchafalaya & Bayou Boeuf Levee District.

RESOLUTION 70-2016 On Motion by Mr. Andrew C. Leon Seconded by Mr. Chris Roy, Jr WHEREAS, the Board of Commissioners of the Red River, Atchafalaya, and Bayou Boeuf Levee District discussed the letter dated August 18, 2016 from the U.S. Army Corps of Engineers regarding the request for a right of entry; and, THEREFORE BE IT RESOLVED, the Board of Commissioners of the Red River, Atchafalaya, and Bayou Boeuf Levee District in legal session assembled this 13th day of September 2016 does hereby agree to grant a right of entry (ROE) for the U.S. Army Corps of Engineers to perform annual maintenance surveys, stone repairs and articulated concrete mattress repair work located in the drawings reference File Number H-13-46064, Sheet Number C-01 and C-02, dated July 14, 2015 in Avoyelles and St. Landry Parishes including ingress and egress valid through December 31, 2017; and, BE IT FURTHER RESOLVED that an appointee from the Red River, Atchafalaya & Bayou Boeuf Levee District, will assist with ingress and egress, and make an on-site inspection to ensure that all is in accordance with standards. Motion by Mr. Chris Roy, Jr and seconded by Mr. Andrew C. Leon to table the request from Mr. Matthew Moreau land swap request. General discussion and no motion was made regarding the Commissioner monthly per diem, therefore no change was made. Motion by Mr. Andrew C. Leon and seconded by Mr. Chris Roy, Jr to adopt the minutes/resolutions and approve payment of the bills. Motion by Mr. Andrew C. Leon and seconded by Mr. Chris Roy, Jr to add to the agenda Item #11. RESOLUTION 71-2016 Motion by Mr. Chris Roy, Jr Seconded by Mr. Andrew C. Leon WHEREAS, the Board of Commissioners of the Red River, Atchafalaya & Bayou Boeuf Levee District discussed the Permit Request from the City of Alexandria for the installation of a 1220’ deep water well test hold on the site of an existing 2 MG ground storage tank located on the protected side of the levee in Section 9, T4N, R1W of Rapides Parish; and, WHEREAS, the Board of Commissioners of the Red River, Atchafalaya & Bayou Boeuf Levee District in legal session assembled this 13th day of September 2016 does hereby agree to grant permission for the project as described, provided before the project begins, the applicant is hereby required to receive written approval from the Louisiana Department of Transportation and Development Public Works and Water Resources Division and the U.S. Army Corps of Engineers Operations Division for the project as described in the documentation provided with the permit request to the levee board; and, THEREFORE BE IT RESOLVED, that upon written approval from the Louisiana Department of Transportation and Development and the U.S. Army Corps of Engineers an appointee from the Red River, Atchafalaya & Bayou Boeuf Levee District will make an on-site inspection throughout the project period and to ensure that all is in accordance with standards set forth by the Louisiana Department of Transportation and Development, the U.S. Army Corps of Engineers and the Red River, Atchafalaya & Bayou Boeuf Levee District.
