Subject Application No. 85-002 for permit to drill for oil or gas. Denver, Colorado.

The Anschutz Corp.,

Authority Section 47-320, Chapter 8, Idaho Code, gives authority to the Idaho Oil and Gas Conservation Commission to grant permits to drill for oil and gas. Recorrmendation Approve application with the understanding that all operations will be conducted in accordance with the Rules of the IOGCC. Discussion Applicant proposes to drill a well to a maximum depth of 13,000 ft. Location is 1582 ft. FEL, 259 ft. FSL (SWSE), Section 4, Township 2 North, Range 44 East, B.M., Bonneville Co. Location is an exception to Rule 33 of the IOGCC Rules and Regulations. The Targhee National Forest District Ranger has requested the exception location because of topographical considerations. Anschutz controls a.ll leasehold interest within one-half (1/2) mile of location, plus well is located within the boundaries of the Mike Spencer Canyon Unit (federal unit) of which Anschutz is the operator. Well is located 10 miles north northeast of Swan Valley. Fee of $100 has been paid. A Nationwide Bond, No. 808-78571, for federal lands in the amount of $50,000 is on file with the Commission.

The Department of Water Resources has reviewed SUbject application a~d is in accord with the proposal. Applicant will set 20 in. conductor pipe at 80 ft., 13 3/8 in. surface pipe at 2200 ft., 95/8 in. intermediate pipe at 9200 ft., and 7 in. production casing at TO. The 13 3/8 in. surface pipe will be cemented to surface. Intermediate and production casing will be cemented dependent upon hole conditions. Blowout preventer equipment will be rated to 5,000 psi and tested periodically by an independent bonded tester. The casing program and blowout preventer equipment are adequate to protect shallow water sands and control any abnormally high pressures encountered while drilling . Dear Mr. Miller: Attached is the approved APD for Anschutz Corporation's USA 0356 #15-4 well within the Mike Spencer Canyon Unit. Also attached is the approved Sundry Notice which was requested by this office to correct rleficiencies in the original APD. As outlined in the Supplemental Conditions of Approval that are attached to the APD, the Forest Service will not allow surface disturbing activities to begin within the National Forest prior to July I, 1985, or when soil and runoff conditions permit. as determined by the Palisades District Ranger. By decision letter of November IS, 1984, the Idaho State Office notified Anschutz that the Suspension of Operations and Production for the Mike Spencer Canyon Unit would be terminated if construction of the necessary access road and drilling facilities did not commence within 60 days of approval of the APU. Since the APD contains a condition as to when surface disturbjng activities can begin. construction of the access road and drill pad must

commence within 60 davs of the date the Palisades District Ranger allows surface disturbing (3rti.vities to begin.

Application for Controlled Direction Drilling

Dear Hr. Pitman: The Anschutz Corporation (Anschutz) filed an Amendment, dated September 12, 1985, to the referenced drilling permit for directional drilling to a target in the SW/4 of Section 3, T2N, R44E, Bonneville, County. This Amendment replaced a prior Amendment approved May 12, 1985, to directionally drill toward targets in the NW/4, Section 9, T2N, R44E, Bonneville County. Anschutz has drilled the borehole with targeted bottomhole locations in Section 3 and is respectfully requesting approval to deviate a borehole towards the targets in Section 9 as previously permitted and approved. This deviation would take place following plugging back of the original wellbore to the base of the surface casing in accordance with approval given by the Bureau of Land Management. Due to the nature of this permit amendment, and prior approvals, this letter contains a signature block for acknowledgement and approval of this amended Application for Controlled Directional Drilling.

Dear Will: The Department has reviewed the referenced oil and gas applications and provides the following comments. - The drilling fluid should contain no toxic or harmful chemicals. - Storage and disposal of drilling fluids should be approved by the Idaho Department of Health and Welfare. - Temperatures and pressures should be monitored closely and BOPE should be used. - Prior to production or upon abandonment, additional cement or cement plugs may be needed to prevent migration or contamination of aquifers. - Please inform the applicants that if geothermal resources are encountered and development of same is anticipated, a water right application must be filed; and depending on the nature of use, a geothermal resource development application may be required. I would appreciate a copy of the lithologic logs when the wells are complete. This will, of cou rse, be kept confidential for one year from the date I receive it. The Anschutz leases were ' (Hsued in 1977 prior to the roadless designation. The Sierra Club sued the I Department of Agriculture (USFS) in the late 1970's concerning the issuing I, of oil and gas leases in this roadless area. Finally this past winter the l Lc.6JJrt decision resulted, requiring more stringent environmental assessments 'Piior to future leasing.in roadless areas. Anschutz must wait until midOctober for public comments before the U.S. Forest Service can begin their tion on the drilling permit. (

iT~ well is located two miles southeast of Idaho State Highway 31 and 300 ft. !SP th of the all-weather Mike Spencer Canyon Road. The location is at the l~ e of an old sawmill. Hopefully Anschutz can start earlY November.

Anschutz is a medium size independent oil company from Denver dating back the mid 1950's. Anschutz family owns a large ranch on the Wyoming-Utah :' b rder. With the discovery and development of Overthrust Belt fields, the rgest field, Anschutz Ranch East, happened to be located on the Anschutz :1 Ra~ch. Amoco is developing this field and apparent recoverable reserves will lJ exceed one billion barrels. Phil Anschutz is wealthy. Luck?
