Open Forum Meeting opened at 8:00 am with the Serenity Prayer, 12 Traditions, 12 Concepts, and the Purpose of the RSC. Secretary Report Hello Everyone and welcome to the new RCM’s, The secretary Team would like to thank all those who volunteered and stepped up to make the Florida Syposium a great sucess Reposting, due to new RCM’s present. At July 2016 and September 2016 RSC, Bay area requested the Secretary Team post the end terms of each of the FRSC A straw poll was taken resulting in favor of directing the secretary team to post the end terms. Please find the end terms of each commitment located in the Elections section of the Minutes. We will continue to post any newly elected posting are requested. Minutes were uploaded to regional website and sent out after septembers RSC via mail thanks to service members at the RSO. The contact list was passed around, for RCMs to confirm their information is current and accurate. Electronic copies of the minutes are posted on our regional website in TWO locations: RSC Minutes (which does not include a contact list) and in RSC Business under "documents" tab (which does include a contact list).*Only members currently on the contact list have full access in the RSC Business group. If you are having any trouble uploading your report please feel free to contact the secretary team and IT resource Coordinator. Prior to January 2016 RSC the secretary team was ask to make changes to the RSC seating that would promote the spirit, we will continue to make changes are the request to develop and promote the spirit. Admin Report April 2017 1. Website issues encountered with the Reporting tool. The IT Resource Coordinator issued an email to all RCMs containing Old/New Business for their ASC. Hopefully everyone received prior to their ASC and were allowed to distribute this informaton to their Areas. The email contained 3 proposals: - Proposal 02-01-17: FRC to Schedule hotel for RSC. Outcome: Not discussed. Proposal Maker re-writing with more detailed information and will be presented to the GFRS meeting. - Proposed 02-11-16: Increase mileage reimbursement. Outcome: Proposal returned to maker to input more detailed information. - Proposal 03-01-17: Regional Budget Outcome: Sent to Areas to voted on. See attach document 2. FSS Room Nights: A member (not the RCM) from the Uncoast Area tried to exceed the alloted 4 room nights and have 5 additional room nights billed directly to the Florida Region without our knowledge. The member did not communicate this to their RCM or the RD/AD team prior to, during or after the FSS weekend. After the charges were reveresed to the member's card and trying to resolve this directly with the host hotel with no satisfaction did this member bring the issue to our attention. The Region did not absorb the costs of these 5 additional rooms nights. This Body agreed that the costs are the responsibility of that member and their Area. For this event the Regional RD/AD team and Secretary were noted as points of contact for all costs for this Regional hosted event including room billing. When a member seeks to circumvent the process without prior approvals all costs incurred will be that member's responsibility. 3. RD/AD and Treasury Team are compiling best practices. ILS, FRSC Admin.

Treasurer Report The opening balance as of 1/21/17 was $45,345.72, and the closing balance as of 3/27/2017 is $48,333.03. Bank statements 1/31/17 and 2/28/2017 balanced to the penny. Hotel is still unable to produce a bill for the Symposium. Of the current balance, $8000 is set aside for prudent reserve and $29029.50 is the reserve for the Symposium. That leaves $11,303.53 as a donation for NAWS. A copy of the check register is not included because, due to the Symposium, there are so many transactions that the file is too big. Our website is: www.Orlandona.org. You can find meetings, a calendar of events and flyers for those events. Greater Orlando Area meets the second Sunday of every month from 1:00pm - 4:00pm at Engelwood Community Center, 6123 La Costa Dr, Orlando, FL 32807. Activities - We do not have an active activities subcommiittee at this time; however, an adhoc was formed for our Areas 35th annual celebration which took place on February 25th and went very well. H&I - This subcommittee found a new location for its meeting, 8 new members in attendance. The panel coordinator 2 position was filled. They currently have 23 presentations brought into 18 facilities. They have 30 open presentations they need to be filled at 22 facilities. Helpline- Vice Chair position is still open. The subcommittee is in the process of finding a new meeting location. Still researching a new carrier for the call routing system. Web Page - 4 members present. Updated policy requirements for members. Changes to the website were made to make it easier for meeting/groups to update their information. PR- 6 members were present. Business cards were ordered. A meeting was requested with the Orange County Sheriff. They are still in the process of making a map of hospitals within the Area and are considering using a QR code for the ERs with llittle or no space for a lit rack.They discussed having a 30-second spot on PBS and UCF TV. Parliamentarian - All is well. Literature - Alternate Lit Distributor is filled; Lit Distributor is open. Nothing new to report. Unidos En Recuperacion-XI- 5 members present. New Chair and Vice Chair were elected at February ASC. They met in March to discuss plans for the upcoming convention. Their first official meeting will be in April. Celebration of Unity Convention- 12 members present. Elections were held and 4 positions were filled. Currently 23 registrations, 4 rooms booked. Current Adhocs: 1) Spiritual Inventory; Data has been compiled and inferencess will be reported at next ASC. Convention Committee- Is asking for old NA tee shirts to be used in making a quilt to be auctioned of at this years convention. Activites is working on a Unity Day HELPLINE - Chair is Zinna C 80 total calls 8 missed calls 4 abandoned calls HELPLINE would like updated packages to hand out to their volunteers. I did leave a message for someone on this body but did not receive a response. H&I - Chair Alicia A Currently taking in 7 meetings per week into Circles of Care and 4 meetings per month into Brevard County Jail this is currently on hold due to new requirments set forth by the jail What Events are your Area hosting in the next 2 months? Unity Day will be held on 6/3/17. The RD/AD will be opening with a presentation. The event will be from 3:00 - 7:00 p.m. at St Timothy's Church on Croton Rd. July 4th event from 3:00 - 7:00 p.m. at Wickham Park Our convention was a success, 273 people registered, this was down by 93 from last year. This was partially due to the event being held on Easter weekend and lack of support from other areas. Thank you all who came out to support. April website had hightest number of visits 12,304 visits last month,. 2 representatives from the Salvation Army came to ASC requesting more support and meetings from Narcotics Anonymous. Wants to know what they can do to help us have a stronger presence in there facility and NA sponsorship for their clients. H&I and PR working together to create a list of volunteers to take clients in Salvation Armyn to outside meetings 3 times a week. Must have a year clean, valid driver's license and full coverage insurance. PR: lit booth 4/22 for veterans stand down and had a huge turn out. What Events are your Area hosting in the next 2 months? -Attached is a flyer for Cosmic Bowling which Suncoast has begun every second Friday of the month from 9:30 pm to 12 pm at Sarasota Lanes on Fruitville Rd. The Tampa Funcoast Area ASC met on Saturday, March 11, 2017. Almost all of our admin team positions are filled except vice chair, policy and alt treasurer. Funcoast has 50 active homegroups. Our Literature order was $2697. All our H&I panels were carried except for a jail panel due to facility lockdown. Thank you to the East coast convention for supplying basic texts. Barbara from RSO has sent a case to be distributed to Lowell, Suwanee, FSP, and Marion C.I. We handed out letters from incarcerated addicts to their respective RCM’s. Thank you to all who responded to these addicts in need. If you have been in contact with an addict behind the walls, please speak with me at the break so we can coordinate future communication. Finally, the corrections workgroup will be sending out letters and making phone calls to institutions for the live main speaker meeting at FRCNA 36. The corrections workgroup is very interested in using Adobe connect to hold our bi-weekly meetings. Kris will be in contact with Bob and Biff to coordinate. Area Support Group Area Support Treasure Coast asked how other areas handled facilities’ requests for insurance to hold meetings Greater Orlando has been having problems with One Box dropping calls. Daytona Area has an issue concerning members using steroids and how that affects their cleantime. Bay Area asked for feedback on access to correctional facilities for transitioning transgender members. Bay Area has been facing members allegedly getting high and making H&I presentations. (BREAK) Heartland brought up the topic of using Guide to Local Service vs. Policy and the benefits at area.

Project Planning Meeting H & I Resource Coordinator Report Since the last last RSC, I recieved a request from the Nature Coast H&I for basic text books to be available at the Citrus County Jail Library. The chairperson explained that the area is small and unable to cover the cost for the books. He asked if the Region would help to get these books. We have budgeted for such request and I informed the chairperson to contact the RSO and deduct the cost from the Regional H&I literature budget. I have continued to try and reach out to the Serenity Coast to see if there is any interest in bringing an H&I meeting into the Hastings Youth Academy. To this date I have received no response from the Serenity Coast area. I contacted the director, Louie Legum, in December to let him know we were still working to get a meeting into his facility. I am aware that this need has been drawn out for a couple of years now and I am asking for suggestions on how we can get this need accomplished. It has been suggested that maybe some one could accompany me to this facility once a month until a group or area can fullfill this commitment. In loving service, Barry C.

We had 91 new customers in January and February and the RSO continues to grow. We have added another part time worker. That give’s us 2 part time workers for shipping/receiving, and a special worker and an assistant special worker. As reported at last RSC, we had 2 Archival companies come and look at our material, Both responded in the same way, If we do the work of going thru all of it and organizing it, they are willing to copy, digitize and index the material. Unfortunately, The majority of the work is the organizing of the material. Only one of these companies was able to give us a written estimate, I’ve included a copy with this report. Don’t forget that we continue to offer printing services for all your needs. FRC, Inc. met yesterday March 26, 2017. All board members were present. The site of FRCNA 36 the Promise is Freedom is the Rosen Centre Hotel, 9840 International Drive, Orlando, FL 32819. Reservations can be made by calling 800-204-7234 or going to www.tinyurl.com/frcna36hotel. Room rates are $129.00 a night. Self-parking with in and out access for the entire weekend is $5.00 with a FRCNA registration badge and voucher. If you are registered and are wearing a badge during FRCNA you will receive a 25% discount at select outlets within the hotel. Reservation cut-off for the convention is June 14, 2017. The planning process for the convention is coming along nicely. New Proposals The secretary team has been directed to include the voting Tally with each proposal . 17 areas of 20 present quorum reached to do business 02-01-17 FRC to schedule hotel for RSC Proposal: To have the Florida Regional Convention Board of Directors (BOD)schedule and coordinate the selection of a hotel for Florida Regional Service Committee (FRSC) Weekends and allow the FRC President to sign FRSC weekend contracts and/or incorporate FRSC Weekends into Florida Regional Convention contract negotiations, securing hotel locations for 6 FRSC weekends a year. Rationale: Securing hotels for RSC weekends with reasonable meeting space rates has become a challenge. The cost of meeting space has increased (i.e. from approx. $900 a weekend increasing to approx. $2,000 a weekend), exceeding the current budget for RSC weekend. The intent is to turn over the responsibility of reserving hotels and meeting space for RSC weekends to the FRC BOD. FRC BOD has more experience and leverage in obtaining reasonable rates for rooms and meeting space that accommodate Friday, Saturday, and Sunday FRSC events. Spiritual Impact: The original decision to rotate RSC weekends to member areas was to promote unity (Tradition 1). With ever rising costs, this proposal’s intent is to promote fiscal responsibility (Concept 11, transparency and inclusivity in the decision-making process (Concepts 2 & 6), communications (Concept 8), and adhering to the Florida Region’s Purpose and Vision statements. Financial Impact: The approved 2016-2017 budget for Hotel Meeting Space/Deposits is $6,000 (RD/AD line item). The RD/AD team will continue to have the line item budget and pay for RSC weekend meeting space when costs are incurred, but the potential cost savings can possibly save 50% or more (e.g. the cost for January 2017 RSC is $0). GTFRS changes: The RSC Conferences are held on the third Sunday of the following months: January, May, July, September and November and March in even years. In the odd year, it will be held the fourth Sunday to facilitate the Southeastern Zonal Forum’s attendance at the Florida Service Symposium. The FRC President will sign FRSC weekend contracts and/or incorporate FRSC weekends into Florida Regional Convention contract negotiations to secure hotel locations. The RSC Conferences are to be held to a two-day function. (No Friday workgroup or group meetings or board meetings.) The RSC meeting shall not be held at any Recovery Weekend, Mini-Convention, etc., or in the same area it is being held. Activites is working on a Unity Day HELPLINE - Chair is Zinna C 80 total calls 8 missed calls 4 abandoned calls HELPLINE would like updated packages to hand out to their volunteers. I did leave a message for someone on this body but did not receive a response. H&I - Chair Alicia A Currently taking in 7 meetings per week into Circles of Care and 4 meetings per month into Brevard County Jail this is currently on hold due to new requirments set forth by the jail

What Events are your Area hosting in the next 2 months? Unity Day will be held on 6/3/17. The RD/AD will be opening with a presentation. The event will be from 3:00 - 7:00 p.m. at St Timothy's Church on Croton Rd. July 4th event from 3:00 - 7:00 p.m. at Wickham Park Our convention was a success, 273 people registered, this was down by 93 from last year. This was partially due to the event being held on Easter weekend and lack of support from other areas. Thank you all who came out to support. Would your Area like the Region to put on a Workshop or provide Support? Please explain. Just for Unity Day which is already set up! Thank you

Comments/Current Issues/Concerns/Questions/Problems The web master has reported issues that the BMLT continues to go down. We currently have several Area Positions open. Chair, Vice Chair, Vice Treasurrer, Secretary, Policy Chair, possibily Literature, Nominations were taken at the May meeting to e voted on in June. In loving service Page 1

The Florida Regional Convention of Narcotics Anonymous is looking for Speakers for consideration to speak at the upcoming convention. A few guidelines for submissions: 

Must carry a clear Narcotics Anonymous message.



Submissions must be less then 3 years old.

Main Speakers: 

Have a minimum of 5 years clean time.



Have NOT been a main speaker at FRCNA within the last 10 years.



Have NOT been a main speaker at any other convention in the state of Florida in the past 18 months preceding FRCNA 36.
